Proof of Presence

An attestation binds three values: an identity commitment, a timestamp, and a witnessed state hash. The three verify together or they do not verify. There is no partial verification, and no procedure exists for accepting two of the three.

Attestations are accepted only from authenticated append terminals, or they are not accepted. A rejected synchronization creates no program record.

Three programs share Ring time. Clearance requirements differ. Figures for enrollment and chain length are controlled at NC-REG-0002.

1Allocation

Ring time is allocated by this office against a standing schedule. Attestation cycles take precedence over instrument work, instrument work over calibration. Calibration is not deferred more than twice in succession. The schedule is not served at this extract.

A proposal is reviewed against the three tests at NC-GOV-0001 §3 before time is allocated to it. The third test asks whether withdrawal restores the subject's prior position, and it cannot be satisfied by any protocol built on attestations, because an attestation cannot be withdrawn. It is recorded as failed in every case. Every program presently running on the Ring therefore proceeds on a documented exception, including the two served here in full.
