Program Cold Mirror
Program Cold Mirror addresses a determination outside Program Lattice's remit: whose presence was witnessed, when an attestation appears in the chain with no identified submitter.
The program's method is reconstruction. Given a cold attestation and the Ring conditions surrounding it, the program attempts to derive the subject that would have had to be present in order to produce it.

"Subject of record" includes deceased and separated personnel. The program is held at Tier 4.

Tier 4 clearance required. Requests for exception are logged at NC-REC-0004.
1.20Note on nomenclature
The program is not named for a mirror in the optical sense. It is named for the finding withheld at §1.2 through 1.19: under every test available to this program, a completed reconstruction does not differ from the original attestation.
1.21Standing constraint
Not waivable
Reconstructions are performed against cold attestations only. Under no circumstance is a reconstruction to be attempted against the attestation of a living, enrolled subject. The prohibition is procedural, not technical; the substrate would accept it. See NC-INC-0012 for the review that produced this constraint.
