Cold attestations (chain nodes with no identifiable originating terminal) were first characterized in 2015 at a rate of approximately 1 per 40 days. The rate was assessed as substrate noise and the incident was registered as a formality.

The rate has not been stable. It has risen in every quarter since registration, without exception, across 44 consecutive reviews. Counts below are for the stated year only; the cumulative figure over the whole observation window is 412,663, reported at NC-TN-0203.

2Characterization

Cold attestations are not malformed, not duplicated, and not clustered in a way consistent with a fault. They arrive at intervals with the statistical signature of independent events, which the review has not been able to account for.

Each carries a distinct identity commitment. The commitments do not repeat. Under reconstruction, ██ have resolved to subjects of record. The remainder resolve to subjects for which NeuroCrypt holds no record of any kind.

Constraint arising from Review 29 Review 29 authorized a reconstruction against the attestation of a living, enrolled subject, for comparison purposes. The reconstruction was performed. The result is held in Annex C. Review 30 prohibited the procedure permanently and the prohibition was written into NC-PR-0001 §1.21.

3Position of the review

The review has not, at any of 44 sittings, stated what the rising count represents. Its recorded position, unchanged across restatement, is that the difficulty is with the finding and not with the instrument that produces it.
