Program Lattice

Program Lattice owns the substrate: the append-only Merkle structure into which every attestation NeuroCrypt has ever produced is written, and out of which none has ever been removed.

The chain is the reason the Ring is 8.8 km around. The geometry places every terminal the same distance from the root, so append latency does not vary by which sector originates the write.

Three properties are enforced in hardware and cannot be waived by any clearance tier, including tiers not described in the published access instrument:

Append-only. There is no deletion path. There is no administrative deletion path. Requests to construct one are logged as incidents.

Order-preserving. Two attestations cannot be recorded as simultaneous. Where the substrate has been presented with genuinely simultaneous events, it has resolved them by ████ and flagged the resolution for review.

Sealed. A node, once written, verifies forever. A node that failed to verify would constitute a break in the chain; no break has been recorded.

The substrate accepts writes only from an authenticated append terminal, of which there are 96, all inventoried.

Since ████, the chain has nonetheless accumulated nodes for which no originating terminal can be identified. These nodes are well formed. They verify, and carry valid identity commitments, valid timestamps, and witnessed state hashes consistent with Ring conditions at the stated moment. They were not submitted by anyone.

Internally these are cold attestations. Program Lattice's position is that they are an artifact of the substrate and not evidence of a subject. That position is on the record and has not been revised in eleven years.
