Exception requests

This register records requests for release, exception, or reclassification made against a controlled holding. It records the reference, the holding, the requesting office, the determination, and the date the determination was entered.

It does not record the reasoning. Reasoning is held by the deciding office and is not deposited with Records. This office has noted at each revision that a register of determinations without reasons is of limited use to anyone reading it afterwards, and has been instructed that the alternative available is no register.

Requests to construct a deletion path are not exception requests and are not entered here. Those are registered as incidents under NC-PR-0002 §2.1.

2Entries requiring note

X-0362 The request was referred rather than determined. Records identified no office holding authority over the reconciliation of deceased personnel, referred the request to the office named in the sealing procedure, and received no acknowledgement. The request remains open. It is the oldest open entry in the series.

X-0401 The determination was granted. The requesting office is withheld at this extract. The holding was made available for a period of fourteen days and was not retrieved. Records has no procedure for a granted determination that is not exercised, and the entry is retained in the state in which it was left.

X-0344 and X-0347 concern the same holding and the same requesting office. The second was submitted eleven months after the first. Records is not the deciding office for either and records only that both were determined the same way.

3Limitations

A request withdrawn before determination is not entered. Records cannot therefore state how many requests have been made against any holding, only how many were determined.

Absence of an entry against a holding is not evidence that no request was made. It is evidence that no determination was deposited with this office.
